You can play however you want! Most people don’t play this way, though. It’s something that people will do sometimes if one team is way better than the other one, to try to keep things a little bit closer.

No its not an offical rule…at least i never heard of that cause once you get 21 and you still have bags you throw them to because if you go first the other team still gets to through. Thats how me and my friends play so you can play how ever you want you can even make up your own way to play just have fun with it! Hope i helped!
